Congestion externalities were first theoretically introduced by Gardner and Brown (1974). A congestion externality will result when the resource harvest function is a function of not only the stock level, but also of the aggregate level of effort exerted within the CPR. This functional representation implies "interdependent microproduction functions" among harvesters within the CPR (Brown, 1974).
